On average 15- 20 minutes is considered to be within the normal range for falling asleep, for this age.

It’s a common misconception that you need to do more in order to ‘wear’ them out to sleep. Timing is everything and it can be easy to miss sleep cues that result in overtiredness and hyperactivity.
